Harvey M. and Lyn P. Meyerhoff Emeritus Professor of Soviet Economics, at the Departments of Economics and of Russian Studies, The Hebrew University of Jerusalem, Israel. ( http://www.economics.huji.ac.il/ ).
Received his BA and MA degrees in economics at the Hebrew University, and his PhD, at Harvard.
In addition to extensive work on the Soviet Economy, he worked and published in the areas of the Welfare State and of Health Economics in Israel.
During 1995-2008 he serves as the head of The Israel National Institute for Health Policy and Health Services Research.
Served as the head of the economics department at the Hebrew University (1985-86), the president of the Israeli Economic Association (1998-99), and as the chair of the international advisory board on NES, a graduate School of Economics in Moscow, which he also helped to establish and manage (1991-2004).
Over the years Gur Ofer served as a visiting scholar, among others, in Harvard, Columbia, Yale, The Rand Corporation, the Wilson Center, the Brooking Institution, the World Bank and NES.
